The Active Shooter Preparedness (ASP) Certification Program, led by Region 4’s Office of Emergency Management and School Safety (OEMSS) team, helps districts and charter schools strengthen their emergency response systems through the evaluation of 21 key safety standards and evidence-based practices. Designed in collaboration with Sam Houston State University’s CARES Center, the program offers participants a joint certification, optional college credit, and access to advanced simulation training. Focused on prevention and readiness, the ASP Certification builds leadership capacity, fosters collaboration with public safety, and prepares schools to manage large-scale crisis incidents with confidence.
